Florida Local Business Tax Receipt: Seminole and Orange

What it is
A local business tax receipt is permission from your local government to operate a business there. In Florida it used to be called an occupational license. It is a local charge for doing business. It is not a tax return, and it has nothing to do with your income tax.
It is easy to mistake this for a tax on your profit. It is not. It is a local fee for the right to operate, and the amount is set by the local government that issues it.
Who issues it
Orange County's Tax Collector says businesses in the county need a business tax receipt whether they are in a city or unincorporated Orange County. The county receipt is issued by the Orange County Tax Collector. For businesses in the cities of Apopka, Belle Isle, Eatonville, Edgewood, Maitland, Oakland, Ocoee, Orlando, Windermere, Winter Garden or Winter Park, you first get the city's receipt, then the county's.
In unincorporated areas, only the county receipt is needed, but the county Zoning Division must approve new businesses there.
Seminole County works differently in the details, and cities within it may have their own process. Check with the Seminole County Tax Collector and your city hall for the current steps.

Generally, anyone doing business at a location or operating in an area, including home-based businesses, needs to ask. Rules and exceptions vary by city and county, so do not guess. Call the office before you open.

What Orange County asks for
Per the Orange County Tax Collector, applicants submit their Sunbiz registration, any state licenses that apply, and either an original Social Security card or a Federal Tax ID number. Renewal
Business tax receipts are renewed each year. Ask the issuing office for your exact renewal date, and set a reminder. Do not rely on a notice arriving by mail.
Renewal is easy to forget because the first year is exciting and the second is routine. A missed renewal can bring late charges and can hold up other permits, so treat it like rent.

- "My Sunbiz filing covers it." Registering an entity with the state is a different step from getting a local receipt.
- "The county receipt is enough in a city." In many Orange County cities, the city receipt comes first, then the county's.
- "It is the same as a state license." Some trades need a state license as well. Ask the state agency for your trade.
- "I can open first and apply later." Apply before you begin business, and ask the office about zoning approval if your address is unincorporated.
- "One receipt covers two locations." Each place of business may need its own. Confirm with the office.
For Seminole County businesses, the safest path is to start with the city where you operate, or the county if you are outside city limits, and then ask the Seminole County Tax Collector what else is required. We did not find a current public checklist for Seminole County on the county's main site, so confirm the steps by phone or in person before you rely on anything you read online.
